Proposes amendment to State Constitution to increase amount of funds that may be retained in budget stabilization fund, require annual transfer to budget stabilization fund if there is not revenue shortfall, & allow legislature to withdraw funds periodically for critical state needs.

Revises information required to be included in specified report; creates Debt Reduction Program within SBA for specified purpose; provides requirements for use of certain funds by Division of Bond Finance; requires CFO to transfer certain funds to SBA by specified date each fiscal year; requires any unexpended funds to revert to General Revenue Fund by specified date.

Provides moneys for annual period beginning July 1, 2026, & ending June 30, 2027, & supplemental appropriations for period ending June 30, 2026, to pay salaries & other expenses, capital outlay--buildings & other improvements, & for other specified purposes of various agencies of state government.

Provides conditions for cause of action against certain former phosphate mine sites; authorizes landowners to record certain notice of former phosphate mines; specifies requirements for such notice; requires DOH to conduct gamma radiation surveys of former phosphate land parcels upon petition; requires that specified documentation of radiation levels be submitted in certain civil actions related to phosphate mining.
