Legalize Plug-In Home Solar Without Utility Permission

Lets you buy a small plug-in solar panel (up to 1,200 watts) and connect it to your home without needing your electric company's permission, inspection, or a special meter. Right now utilities can block or regulate even small solar setups. This bill says: if it plugs in and it's under 1,200 watts, it's your business. Bipartisan support.
