FACT: AES 13.5% rate increase sought while adding 303MW data center load (Q66).

Not every road has the same owner. This determines who you call:

• Interstates (I-65, I-70, I-465, I-69) and state routes (SR 37, US 31, US 36, etc.): INDOT owns and maintains these. Report damage at INDOT4U or call (855) 463-6848.
• City streets (everything else inside Indianapolis): The City of Indianapolis Department of Public Works (DPW) owns these. Report at RequestIndy or call the Mayor's Action Center: (317) 327-4622.
• Excluded cities (Beech Grove, Lawrence, Speedway, Southport): These towns maintain their own streets. Call their town hall directly.
• Private roads / subdivision roads: Your HOA. The city won't touch them.

For Indianapolis DPW roads, file a report through RequestIndy: indy.gov/activity/report-potholes or call (317) 327-4622. You'll get a ticket number. Track it. If it's not fixed within 15 business days, call back with your ticket number and escalate.

If your car was damaged: File a tort claim within 180 days at indy.gov or through the Mayor's Action Center.

The Indianapolis City-County Council (25 districts) controls the DPW budget. Your councilor can pressure DPW to prioritize your area. Council phone: (317) 327-3200. Current members include:

Find your district at maps.indy.gov. Attend council meetings — they're public. Show up with photos.

The Mayor of Indianapolis is the executive of the consolidated government. DPW reports to the mayor. If your councilor can't move the needle, the mayor's office is the next escalation. Mayor's Action Center: (317) 327-4622.

Indianapolis road funding comes from the Motor Vehicle Highway (MVH) fund (state gas tax distributions), wheel tax/surtax, and the Community Crossings Matching Grant (CCMG) — a state program where INDOT matches local road spending up to $1M/year. If the city isn't applying for CCMG grants, they're leaving state money on the table. Ask your councilor: "Did we apply for the last CCMG round, and how much did we get?"

For state highways, US routes, and interstates, INDOT is solely responsible. Their Greenfield District office covers Marion County. Report problems at INDOT4U or (855) 463-6848. If INDOT doesn't respond, contact your state legislators — they sit on committees that control INDOT's budget.
