Concerning support for statewide energy strategies, and, in connection therewith, modifying the electric vehicle grant fund within the Colorado energy office, modifying the community impact cash fund within the department of public health and environment, allowing the community access enterprise to reduce the retail delivery fee it imposes, regulating retail electric vehicle charging, and making an appropriation.

Concerning cell-cultivated meat, and, in connection therewith, prohibiting the misbranding of cell-cultivated meat as a meat product and requiring cell-cultivated meat to be clearly labeled as cell-cultivated meat.

Concerning measures to advance renewable energy projects on previously disturbed lands through the designation of renewable energy reinvestment areas.

Concerning the continuation of the biomass utilization grant program, and, in connection therewith, implementing the recommendation contained in the 2025 sunset report by the department of regulatory agencies to repeal the biomass utilization grant program.

Concerning increasing access to veterinary care, and, in connection therewith, expediting the process by which a veterinarian is licensed by endorsement, clarifying the use of prescription drugs and compounded drugs by veterinarians, and establishing a program for the donation of veterinary drugs.

Concerning using money in the diseased livestock indemnity fund to address threats to livestock health.

Concerning the extension of the Colorado homeless contribution tax credit through income tax year 2030.
