Annual adjustment of assessed value. Provides that the assessed value of residential real property that is used and occupied by the owner of the property as the owner's primary residence shall not be adjusted based on investment residential real property.

Address registry for unlawful aliens. Requires an unlawful alien to register with the local law enforcement authority in the alien's county of residence. Makes failure to register a Class A misdemeanor, and increases the penalty to a Level 6 felony for a second or subsequent offense.

Caregiver tax credit. Provides that a qualified taxpayer is entitled to a credit against the qualified taxpayer's state income tax liability in a taxable year equal to the lesser of: (1) the value of qualified services that the qualified taxpayer performed in the immediately preceding taxable year; or (2) $10,000 (or $5,000 in the case of a married individual filing …

Taxation of fuel. Abortion matters. Prohibits a person from knowingly or intentionally: (1) prescribing or possessing an abortion inducing drug; or (2) sending an abortion inducing drug to a person located in Indiana, if the person located in Indiana possesses the abortion inducing drug. Provides that each offense is a Class A misdemeanor with a Level 6 felony for subsequent offenses. Establishes a …

Prohibited government abortion assistance. Prohibits the state or a political subdivision of the state from assisting an individual in seeking or obtaining an abortion. Allows for the state or a political subdivision to inform an individual of alternatives to an abortion.

Gasoline and special fuel taxes. Provides that July 1, 2025, (rather than July 1, 2027, under current law) is the last date for the index factor adjustment of the gasoline tax rate and the special fuel tax rate.

Firefighting apparatus lights. Allows a firefighting apparatus owned or operated by a political subdivision or volunteer fire department to be equipped with signal lamps that are capable of displaying flashing, rotating, or oscillating beams of red and blue lights. (Current law allows a firefighting apparatus to display red or red and white lights.)

Criminal vandalism. Renames the crime of "criminal mischief" to "criminal vandalism". Repeals: (1) institutional criminal mischief; (2) cemetery mischief; (3) railroad mischief; and (4) critical infrastructure facility mischief; places them in the "criminal vandalism" statute, and preserves the original penalties and defenses. Phases down in equal reductions over four years the state gross retail tax rate imposed on the sale of the following utility services to a person for domestic consumption: (1) Electrical energy. Income tax deduction for health insurance premiums. Provides that a taxpayer who is covered by a health insurance plan may deduct from the taxpayer's adjusted gross income an amount equal to the total amount of premiums on the health insurance plan the taxpayer paid for coverage during the taxable year.

Law enforcement services in Indianapolis downtown. Establishes a downtown district (district) within the city of Indianapolis. Provides that after December 31, 2026, the governor has the duty and responsibility to provide adequate law enforcement services within the district. Requires the governor and executive of the consolidated city and county to take steps to negotiate and execute a mutual assistance agreement. …

Authorizes the death penalty to be carried out by firing squad: (1) if execution by lethal injection cannot be carried out due to the unavailability of a required drug; or (2) upon request by the condemned person. Establishes a procedure for execution by firing squad. Makes conforming amendments and technical corrections.

Legalizes medically assisted death in Indiana. Allows terminally ill adults who meet specific requirements to request life-ending medication from their doctor. Indiana currently has no such law.

Increases funding for child care from Indiana's financial responsibility fund. Directs more state money toward making child care affordable and available for working families.
