Requires the executive office of health and human services (EOHHS) to apply an automatic cost-of-living adjustment (“COLA”) to the Medicaid reimbursement rates paid for assisted living services provided pursuant to this chapter.

Adds property damage to statutory underinsured motor coverage, rather than just uninsured motorist coverage, as it is presently.

Requires any person in the business of selling, assigning or buying an equitable interest in real estate without taking legal title to such property, to be licensed as a real estate broker or salesperson and to comply with the disclosure requirements.

Provides that licensed assisted living community is not required to hold a residential unit for a Medicare-eligible resident absent from the facility for a period exceeding 10 days unless EOHHS provides payment to the facility to hold the bed.

Requires the executive office of health and human services to consider a new element when reviewing the appropriate Medicaid payments to be paid to nursing facilities.

Amends the standards and limitations on permitted parking requirements for dwelling units.

Raises the percentage from eighty percent (80%) to eighty-five percent (85%) regarding declaring a vehicle a total loss.

Provides that motor vehicle rental companies be entitled to establish non-liability for toll violations, administrative fees, and fines by providing a rental or lease agreement as prima facie evidence that a lessee was the vehicle operator.

Provides protocols for radon inspection relative to real estate transactions and provides time frames and conditions for testing and mitigation.

HUMAN SERVICES -- MEDICAL ASSISTANCE -- LONG-TERM CARE SERVICE AND FINANCE REFORM -- ASSISTED LIVING SERVICES - Provides that licensed assisted living community is not required to hold a residential unit for a Medicare-eligible resident absent from the facility for a period exceeding 10 days unless EOHHS provides payment to the facility to hold the bed.

TOWNS AND CITIES -- ZONING ORDINANCES - Authorizes municipalities, through ordinance, to require private real property owners to obtain a license to operate a dwelling unit as student housing.

BUSINESSES AND PROFESSIONS -- ARCHITECTS - Amends how architecture firms and individual architects are registered.
