Directs Garden State Preservation Trust to perform audit of State's land preservation programs, authorizes local governments and nonprofit organizations to utilize certain constitutionally dedicated CBT revenues for administrative expenses; appropriates $150,000.

Requires school meal service providers to give purchasing preference to foods produced by in-State farmers and other food producers located within State borders or within 100 miles of destination school.

Directs DEP to select consultant to perform Statewide needs assessment regarding recycling of packaging products; establishes "Statewide Recycling Needs Assessment Advisory Council" in DEP; appropriates $500,000.

Prioritizes distribution of 9-1-1 System and Emergency Response Trust Fund monies; permits use of funds for certain expenses incurred by counties and municipalities for the provision and maintenance of 9-1-1 emergency services.
