Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Medicines for the People Act''. SEC. 2. ESTABLISHMENT. (a) In General.--Part C of title IV of the Public Health Service Act (42 U.S.C. 285 et seq.) is amended by adding at the end the following: ``Subpart 21--National Institute for Biomedical Research and Development ``SEC. 464Z-11. PURPOSE AND FUNCTIONS OF INSTITUTE. ``(a) In General.--The general purposes of the National Institute for Biomedical Research and Development (referred to in this subpart as the `Institute') are-- ``(1) to engage in full-cycle development of drugs, devices, and biological products to promote long-term access to medicines, foster innovation, and ensure prioritization of public health needs; and ``(2) to make such drugs, devices, and biological products available to the public at equitable and accessible prices. ``(b) Re
