Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Reclaim the Reins Act''. SEC. 2. REVIEW OF AGENCY RULEMAKING. (a) Appropriation.--In addition to amounts otherwise available, there is appropriated: (1) To the Director of the Office of Management and Budget for fiscal year 2025, out of any money in the Treasury not otherwise appropriated, $10,000,000, to remain available through September 30, 2034, to carry out this section and the amendments made by this section. (2) To the Comptroller General of the United States for fiscal year 2025, out of any money in the Treasury not otherwise appropriated, $10,000,000, to remain available through September 30, 2034, to carry out this section and the amendments made by this section. (b) Use of Funds.-- (1) Office of management and budget.--The Director of the Office of Management and Budget shall use amounts made available under subsection (a)(1) to pay expenses associated
