Community Solar and Shared Energy Rules

Requires the IURC to write rules for community energy facilities by 2028 — meaning groups of customers could share a solar installation or other energy source and get credits on their bills. Right now Indiana makes it very hard for regular people to access solar unless they own a rooftop. This would open the door to community-owned energy.
