Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Producing Real Opportunities for Technology and Entrepreneurs Investing in Nutrition Act''. SEC. 2. FINDINGS. Congress finds the following: (1) Protein innovation that produces high-quality foods using under-utilized biomass and biomanufacturing processes is an essential component of the bioeconomy. (2) The United States has produced several groundbreaking biotechnological breakthroughs across the last decade that can diversify the food system. (3) In recent years, multiple countries have dramatically increased public investments into alternative protein research and development. (4) According to the Department of Agriculture, every $1 of investment into agricultural research results in $20 of economic productivity. (5) As of 2019, the plant-based food industry supported over 55,000 jobs in the United States, and the protein sector could create as many as 10,000,000 jobs g
