Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLES. This Act may be cited as any of the following: (1) The ``Cutting Unobligated Tumultuous Spending Act''. (2) The ``CUTS Act''. (3) The ``De-Supplemental Act''. SEC. 2. RESCISSIONS. (a) COVID-19 Rescissions.-- (1) In general.--The unobligated balances of any COVID-19 relief funds are hereby rescinded to the extent that the sum of such rescinded funds does not exceed the total amount appropriated under the following Acts: (A) The Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). (B) The Ukraine Security Supplemental Appropriations Act, 2024 (Division B of Public Law 118- 50). (C) The Indo-Pacific Security Supplemental Appropriations Act, 2024 (division C of Public Law 118- 50).
