Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Recycling Technology Innovation Act''. SEC. 2. DEFINITION OF SOLID WASTE INCINERATION UNIT. Section 129(g)(1) of the Clean Air Act (42 U.S.C. 7429(g)(1)) is amended-- (1) by striking ``unit.--The term'' and inserting ``unit.-- ``(A) In general.--The term''; (2) by striking ``include (A) materials'' and inserting ``include-- ``(i) materials''; (3) by striking ``metals, (B) qualifying'' and inserting ``metals; ``(ii) qualifying''; (4) by striking ``purposes, or (C) air'' and inserting ``purposes; ``(iii) air''; (5) by striking ``rule.'' and inserting ``rule; or ``(iv) a unit that converts or transforms plastic or post-use polymers through pyrolysis, gasification, depolymerization, catalytic cracking, solvolysis, or chemolysis into outputs of which at least 50 percent by mass, as calculated via a method determined by the Administrator by rule, are products.''; and (6) by adding at the end the following: ``(B) Petitions for treatment.-- ``(i) In general.--An owner or operator of a unit that converts or transforms plastic or post-use poly
