Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Affordable Housing Resident Services Act''. SEC. 2. AFFORDABLE HOUSING RESIDENT SERVICES GRANT PROGRAM. (a) In General.--The Secretary of Health and Human Services, acting through the Director of the Administration of Children and Families (in this Act referred to as the ``Director''), shall annually, as part of the Services Research Demonstration program, award grants on a competitive basis to eligible recipients as described in subsection (b). (b) Eligible Recipients.-- (1) In general.--A grant under this section may only be made only to-- (A) an entity that has demonstrated experience and capacity in owning, managing, and operating qualified properties or delivering resident supportive services within qualified properties; or (B) a tribe or tribal organization. (2) Priority.--The Director shall give priority to mission- driven, non-profit entities when awarding
