Requires that when a utility builds infrastructure to serve a large new customer — like a data center — that customer must reimburse the full cost. Right now, utilities can spread those costs across all ratepayers. So when a massive data center moves in and needs a new substation, your bill goes up to pay for it. This bill says: the data center pays, not you.
