Sheriff Kelly appointed his spouse, Ashley Kelly, as the jail matron and as the manager of the jail commissary for the Sheriff’s Office. 1 Sheriff Kelly also appointed a legal deputy to serve the Sheriff’s Office. The Indiana State Board of Accounts (“SBOA”) and the Indiana State Police (“ISP”) investigated the use of the commissary fund.
