On September 10, 2021, the Howard County Department of Child Services (“DCS”) received a report that Hal.B was born positive for opiates. During the subsequent investigation, Mother admitted to using an old opiate prescription for a toothache. Father also blamed the old prescription for the opiate exposure and stated that neither he nor Mother realized it would affect the baby.
