Mother was incarcerated at the time of Child’s birth. Child was removed from Mother’s care in the hospital, and on April 17, 2022, the Department of Child Services (“DCS”) filed a petition alleging Child was a child in need of services (“CHINS”) due to Child being a drug exposed infant and because Mother had a history of illegal substance abuse. The petition named Mother’s then husband, J.C., as Child’s presumptive father.
