She had her dog, a bulldog puppy, with her. Penny called a towing company, Complete Auto & Tire. Joseph Paul “JP” Storey was an employee of Complete Auto & Tire and responded to the call in a flatbed tow truck. When he arrived, Penny’s dog was in her SUV. Penny asked Storey if her dog could stay in her SUV, and he said yes. Storey then got in Penny’s SUV to put it in neutral. The dog was “extremely excited” and jumped “all over” Storey.
