Several Indianapolis Metropolitan Police officers, including Officers Daniel Majors and Tommy Mangan, responded to the hitand-run call. After arriving at the scene of the accident and being told in which direction Hill left the scene, officers were able to locate Hill parked on the side of a nearby street. As Officer Majors approached Hill’s car, Hill “began to flee” from the six officers who were present. Tr. Vol. IV at 125.
