Officer Williams pulled up behind Franklin’s vehicle and activated the emergency lights. The officer’s dash camera video showed the vehicle approach a stop sign and, without stopping at the stop sign, turn left onto another road. Officer Williams activated his siren, and Franklin, the driver and sole occupant, stopped the vehicle soon after.
