When the EPD officer arrived at the scene, he noticed fifty-six-year-old Allen sitting on the front porch with two women who lived in the home. The EPD officer was “familiar enough with” Allen that he “knew [Allen] when [he] saw [Allen.]” (Tr. Vol. 2 at 90).
