Utica also established a tax increment financing allocation area (“the TIF”). Utica planned on using the TIF to “set[] aside new tax revenue from certain development types to underwrite the cost of public facilities and infrastructure needed for and by development.” (App. Vol. 2 at 40). Also in 2016, the East End Bridge and the Highway 265 interchange near Old Salem Road were completed.
