Dr. Biever observed that Shawn had a “fifth metatarsal shaft fracture that is shortened and displaced.” (Appellants’ App. Vol. III at 53.) Dr. Biever indicated in his report that Shawn would need surgery to “reduce and fixate this fracture.” (Id.) Dr.
