(collectively, “Children”), “were exposed to domestic violence and unsafe living conditions and [Children’s] basic needs [were] not being met.” (Ex. Vol. I at 8.) DCS’s investigation found “deplorable conditions” at the family’s residence, which had been condemned by the health department. (Id.) Specifically, the investigator observed a strong foul odor of trash coming from the home . . .
