Officer Jeffrey Gilliam responded to the call in a marked police vehicle and uniform. Before he arrived, dispatch advised Officer Gilliam that the man had left the liquor store and was walking down the middle of the street. Shortly thereafter, Officer Gilliam found Scott walking along Center Street near the liquor store. 1 Ind.
