The officer found the vehicle “parked incorrectly in a handicap parking space” in the parking lot of an apartment complex on Ardmore Avenue. (Id.) The vehicle was still running, and its license plate was expired. Bolinger was sitting in the driver’s seat of the vehicle and Lawrence Evans was sitting in the front passenger’s seat.
