Correctional Officer Xavier Torres was one of the officers assigned to supervise the inmates in that unit. The inmates were allowed to be out of their cells for two hours a day to use the dayroom. Toward the end of that period, Officer Torres warned the inmates they had five minutes to return to their cells.
