On September 16, 2024, T.K., a student at East Noble High School in
Kendallville, Indiana, approached a group of students, “asked them . . . if they
had any money” and offered to sell them Percocet. (App. Vol. II at 19.) The
students told T.K. that they did not, and shortly thereafter they told the school’s
assistant principal about what happened. The students identified T.K. as the
