On August 12, 2021, the Department of Child Services (“DCS”) received a report that Mother had moved to Chicago on August 8, 2021, and left Child and Sister with Grandmother, who had dementia, diabetes, and incontinence. Father was unable to care for Sister and 1 Child’s father is J.C., whose parental rights were also terminated.
