Mother has primary custody of Child, as Father is not involved in Child’s life. During the relevant time, Child had two previous juvenile delinquency cases which he served on probation through the JPSC. As participants in the JPSC, he and Mother were required to adhere to certain requirements, which included abstaining from drug use, and Mother was ordered to provide drug screens.
