The license plate on the truck was registered to Kelly but was for another vehicle. After learning the truck had been reported stolen, the deputy attempted to arrest Kelly. Kelly refused the deputy’s repeated instructions to place her hands behind her back, but after a brief physical struggle the deputy was able to pin Kelly to the ground, put her in handcuffs, and place her under arrest.
