The facts supporting Flowers’ conviction are straightforward and undisputed.
He drank alcohol past the point of intoxication, got behind the wheel of a car,
and was arrested after officers saw him driving on a major roadway. The State
charged him with Count I: Operating a Vehicle While Intoxicated (OWI), as a
Level 6 felony; 1 Count II: OWI endangering a person, a Class A misdemeanor; 2
and Count III: OWI, as a Class C misdemeanor.
