Corporal Brown observed the vehicle flipped on its top, with a woman inside the SUV and a man standing outside. The man, later identified as Johnston, was attempting to leave the scene. Corporal Brown spoke with Johnston before he could leave. Johnston stated a third party was driving the SUV, but that person “went through the windshield” and had already left the scene; the windshield, however, was intact.
