By the time emergency personnel arrived, the fire was no longer “actively burning in the house[.]” Tr. Vol. 3, p. 106. EMT Julie Dolato entered the house to look for occupants who might need assistance, and she found Walker lying supine in a bedroom. Walker was unresponsive, and Dolato could not move her by herself.
