In April and May 2020, Morales spent forty-five days in the Department of Correction’s Reception Diagnostic Center (“RDC”) in Plainfield. While he was placed in the RDC, Morales, who is a practicing Muslim, was denied Halal food at mealtimes, and he was prohibited from wearing a kufi head covering or keeping a personal Quran.
