On October 16, 2020, at approximately 5:00 p.m., six-year-old B.D. was riding a non-motorized scooter in his driveway. B.D. was unsupervised at the time. Bean, who also lived on Osborn Lane near the Dunkerlys, was driving home from work when she heard something strike her car. She stopped and got out to find B.D. lying on the pavement behind her car. B.D.’s scooter was lying on the pavement next to her car.
