Appellant’s App. Vol. 2, p. 19. As part of the permitting process, and pursuant to an ordinance, 1 the City’s Sanitary District (“the District”) charged Jackson $4,536 for a “Change of Use Tap on Fee” (“connection fee”) related to sewer services. Id. Jackson executed a promissory note (“the Note”) whereby he agreed to pay the District twelve monthly installments of $408.24.
