The Harmons drove school buses and operated a car repair shop near their home. In 2005, the Harmons became foster parents to five children[] (“the Children”). C.H.[], S.H.[], and C.A.H.,[] who were biological siblings, and G.H.[] and M.H.,[] who were biological siblings.
