In December 2022, the State filed its complaints in Cause PL-400 and Cause
PL-401, which complaints the State later amended. According to the State’s
amended complaints, TikTok is a for-profit California corporation that operates
a digital application (TikTok’s “app”). TikTok’s app is downloaded by endusers onto their smartphones or tablets through Apple’s App Store, the Google
Play Store, or the Microsoft Store.
