Officer Willey saw Williams in the driver’s seat of a Dodge Charger, and he saw a black male, later identified as Coffer, sitting in the passenger seat. As they approached the Charger, Officer Willey and other officers were in marked police vehicles and they had activated lights and sirens on those vehicles.
