State Procurement - Worker Residency Requirements

Requiring certain contractors to ensure that at least 35% of apprenticeship hours on certain projects are performed by State residents; requiring the Maryland Department of Labor to enforce certain residency requirements; providing that a contractor that fails to meet certain requirements is liable for an amount twice the number of apprenticeship hours at the apprentice rate by which the contractor failed to meet the applicable requirement; etc.
