Facts 1 On June 13, 2017, Officer Brandon Mahady with the Clinton City Police Department observed a red Dodge Avenger “travelling faster than the normal flow of traffic.” Appellant’s App. p. 27. Officer Mahady observed a nonoperative brake light on the vehicle and “used his lights and sirens,” in an attempt to effectuate a traffic stop. Tr. Vol. II p. 7.
