Without his canine partner, Deputy Horton approached the vehicle on the passenger side. Deputy Horton observed the driver, later identified as Alexander-Woods, making “abnormal[ly]” excessive, “furtive movements” within the vehicle. Tr. Vol. III pp. 222, 223.
