Council 7-28-2026 [129:52-134:52]

do it. Isn't it understood, no page, that the auditor is, for sure, supposed to be there? The auditor, anyone can be at these meetings, but the must meetings that I've been attending, yes, definitely the auditor is there. The thing is that whoever you appoint is the voting member. So if you don't appoint the auditor, she's not the voting member, but yes, she may attend every meeting. Yeah. Absolutely. If you open, if you choose to open it up to the public, anybody can attend. And from my experience, I'm working on about five of these right now, we're inviting the public. You said formal meetings were open to the public, but discussions were pried. That's up to the task force to decide. In the ones I'm working on, we're making every single one a public meeting, but because that's what the task force has chosen to do. You have to open it up to the public if you're going to have quorum issues, but again, I don't see any reason why I wouldn't be open to the public, but that's a task force decision. So that's just going to be a task force decision, yeah, well, municipal unit, yeah, it's actually the must is a municipal unit strategic task force, and each member on the task force is a voting member of that task force, but these are, you're voting on things that are non-binding. These decisions are not binding. Did I also understand that the council's service, the lead against these going? That's up for debate. If you ask the AIC, the Association of Indiana counties, they think the intent of the legislation was for the county to lead this. The statute says county with a small C, so we kind of look at it as just the county as a whole is leading this. But certainly it makes sense if the county unit is leading this, but I do, I am working in some counties now where it looks like the municipalities are going to lead it because the county doesn't want to be involved, and that's fine too. So the county does want to be involved? I do have some counties where the county does not want to be involved, for whatever reason. One of the people. Yes, absolutely. We encourage involvement from everyone, and if the county is leading it, that is the ideal situation. Yes. Because the municipalities may choose not to even participate. Possible? Yes, we encourage participation from all municipalities, but yes, that's very possible. Oh, opting in or out? Yes. And that is something that we can maybe bring to the surface. If you have the must meetings, we're going to ask the municipalities to tell us if they're opting in or out because we can't develop a report for the legislature unless they say they're opting in or out, but remember this is non-binding, but still, we can't finalize the report without that information because I know the municipalities are 3500 and greater that can have their own. Right. Or on the public. Oh, no. Actually, it's every municipality in your county, the clerk's treasure or controller is automatically on the must, regardless of population. I don't think that was clear yet. No. No. So municipalities of 3500 and above have the option to adopt their own lit or opt into the county wide, but the people on the task force is every municipality. Change one word for municipality to town. City and town. Municipalities are cities and town. I think it's a ludic. Yes, they will absolutely be on the task force. They have a seat. Whether they decide to come or not, but it's, when I say municipality, I mean cities and towns. There will be all cities and towns in the county unit, regardless of size, regardless of population. That's a big clarification. I'm going to vote on this person here in just a second, but just for two other points, I've talked to Mayor Bedford, he's willing to play. I've talked to Mayor Mitchell, he's willing to play. I've talked to a ludic, they definitely won in. So we need to set this point up. And the second point of this project is that you said you had an omination for this person. It really shouldn't be Mayor Due.
