Council 7-28-2026 [76:01-81:03]

Yep. I heard you say six digits that it could be multiple, six digits. Yeah. Okay, so, now we're into... We're just looking at the major operating cash flows in this condensed version. So, looking at the general fund, we just show the receipts, the disbursements, the change in fund balance, beginning balance for the fund ending balance and the operating balance percentage if we're looking over on that left side. The full FSP, when you receive that, we'll have much more detail. It'll have all of the line items broken down, different receipt columns, the different expenditure columns as well. So, just a condensed version to kind of show the highlights. So, looking at 2027, because that's the budget here that we're coming up on, you'll see that our revenue estimates for 2027 are 18.75 million. If you add three percent growth to the disbursements from the prior year, you're at 18.2 million. So, that's good. You have a $500,000 surplus based on that. Again, once we have the form ones, we can enter those into this model and see how that the funds looked at the actual estimated disbursements. So, Martha will work on work with you on getting those when we're ready. If you can see the chart down below, you'll see a chart like this for all of the different funds. The bottom red line is going to be the 15% operating balance and the top green line is going to be the 15% operating balance. So, those are kind of the guard rails of where we want to see those fund balances land. And the green bar is going to be the actual or estimated fund balance. So, you'll notice that for the general fund, we're right in between those two bars. So, this fund looks pretty healthy all the way out through 2031 and the operating balance is staying pretty stable right around 45%. 28, 29, I don't know what to do. 28 and 29. There's a I'm still showing receipts up higher than disbursements, which is good. So, I'm still showing positive change in fund balance. It's lower. Yes. Lower is not the word I would use. It's 535, 386 and 27, it's 50,000. So, 2028 is what I would almost call a perfectly balanced budget. That's what I would like to see a budget. B.A. is ideally zero. Your receipts match your disbursements. So, your recurring costs are fundable through all revenues and you're not eating into any fund balances. So, yes, it looks worse than 2027. I expect that maybe those budgets will come in higher than the 3% growth. So, that leaves you a little bit of leeway in 2027. So, if those budgets come in over 18.2 million, the 2027's surplus may not quite be as high as we're expected. But I do know there were several expenses that were moved from the general fund last year during the budget process as you were kind of trying to balance that budget, which the county did a great job of getting that budget back into balance. And actually, it's going to end up being a surplus for 2026, assuming that we stay in line with the budget. For the aviation fund, this is one of the funds that, excuse me, we have some levy that needs to be reallocated at some point. If you look at the receipt section for 2024 through 2026, you'll see there was a decrease in 2025 where there was some levy shifted. Another decrease in 2026 where some more levy was shifted. And then in 2027, Martha, when we're working on the budget, we're shifting some levy back to this fund to make sure that it stays above that 15% operating balance. And you'll see with that amount of levy that we've shifted over there, it goes just above 15% in 2027. I don't think we need to transfer any additional revenues in future years. That a little bit allows it to get back up into a 25% operating balance by the end of this financial outlook. Health funds are going to be a similar story page 23. You'll see what we've done here. Similarly, you'll see 435,000 revenues in 24, 363 in 25 and 147,000 in 2026. But you'll see they can operate on their cash balance for a little longer and we're not moving that levy back until 2028 when we move 525,000 dollars in levy there. And that keeps us right around the 20 to 30% operating balance for the outlook report.
