Council 7-28-2026 [61:32-63:20]

So to start off with, on slide six, a couple of the key findings that we have, I know, again, when I was preparing this report in 2024, there were several budget deficits that we noticed. The county has done a great job of switching that and balancing a lot of those budgets. So for now, most of the funds are financially stable, but there are just a few operating funds and we'll mention those a little later in the report that we want to keep an eye on. They're fine for the time being, but as we kind of go into the future, we want to make sure that we're reallocating Levy and making sure that they're stable in those future years. Recent state legislation, again, we've talked about this, but the SEA-1 changed the deductions for some of the 2% properties. So 2% properties in the past didn't receive deductions. They will from 2026, through 20, well, phasing in through 2031. And that will be fully implemented. I think at 33% deduction in 2031. So essentially, if you have a 2% or rental property, you're going to only pay taxes on 66% of that net of that assessed value, rather than that full amount, which is what you would have paid on prior to these changes. Also with the changes to the diminimus deduction for business personal property, that's going to change the inavis in the additional supplemental homestead credits as well with the phasing out of the traditional credits. Operating fund balances are remaining above the minimum reserve that we are expecting. Again, we'll talk about those individual funds that maybe we want to keep an eye on a little later. Long-term financial planning will be essential to preserve the service levels without relying on one-time cash reserves.

{# E23 (Nick, ruling section 1 answer 10): quoting a bill or a court opinion works the way quoting a news article works. Select a passage above and the same panel opens: the passage goes to the official you choose, with this document's own address as its source and its own type. #}
