Commissioners 05-04-26 [9:22-14:22]

Good morning. Youth first is formally requesting a portion of Lawrence County's installments of opioid settlement funds. As Amanda said to help support the delivery of our student assistance program in the middle schools. Fall 2027 will represent the fifth year that we've had a mental health professional embedded in the elementary, junior high, and high school buildings in Mitchell. More than 2,200 students kindergarten through senior year have access to mental health professionals, one-on-one counseling, including students, parents, students, and parents, as well as teachers. The impact is obviously we track progress to see if the work that we are doing, which is all evidence-based counseling and programs to prevent substance misuse, is having an impact, and each year, year in, year out, our data, which is independently verified, indicates that we are having an impact in moving the needle in the correct direction. So for that reason, we're hoping that you will give special consideration to supporting youth mental health services in Lawrence County, and we look forward to hearing your decision. Thank you. If you'll entertain a motion, I move that $20,000 will be dedicated to the first through the mental school system out of the unrestricted balance on the opioid settlement funds. I believe that was your original request. I mean, you folks were here earlier, and at that point in time, we were ready to make that a lot, but we are ready to do that now. I'm just going to add, well, wait a minute. You may need a second for that. Yes, we did. I'm waiting for your family. I talk a lot. So do I. I second. You want to say something? Yeah, I do. I just want to make another comment. It's a worthwhile organization. And we, if you want to go back and look at what we've done through the mental school systems, I mean, this is going to put us up to over $150,000 of the opioid funds that have gone to mental schools for these types of programs. So I'm very enthusiastic about doing that. I'll show you. Yeah. All right. We have motion. All in favor, say aye. Aye. Aye. I'm motion carries. One thing I will say personally after this is over. This is the type of program that I prefer, or it is a preventing type of program more so than after the fact. So thank you for the work you did in that. All right. The next thing we have is items for considerations. We have two proposals to repaint the parking stripes around the inside of the courthouse square. We have one from Miller precision painting for 3400 and one from Arthur management LLC for 6500. So I would entertain motion to approve the Miller precision painting when as it is cheaper and they are equal. I'm going to approve. I'll second. We have a motion. All in favor, say aye. Aye. Aye. And Cory Allen's income did he? He's asking that we approve a claim, great contract, excuse me, about a corner section line. That's $14,000. It comes out of his cornerstone fund. And it's something that's pretty regularly done after his work. So I would entertain motion to accept that contract. I've moved to approve. Second. All right. I have a motion. All in favor. Say aye. Aye. You'll say aye. All right. Aye. Okay. All right. Next thing is department heads is Mr. Brian Sauer.
