10/7/25 Commissioners Meeting [10:03-15:06]

First, the inspector would look at the five items and talk with the homeowner and see what of those five items they want. Then there's also a radon tester that would be procured. He would go out and test the property to see if there's any radon. If there is radon, that has to be done. It's kind of like the lead in the previous years. They're focusing on the radon. So if there is their radon, that must be done. And then the funds can be spent on the other five items. Let's see. You may be going to cover this, but we do. Having had experience working with this before, we do a template to utilize local contractors when possible. Yes. Contractors have to be approved and have to be able to show qualifications to do these. Right. So with this program, they have to have the million dollar public liability property damage insurance and workers comp insurance. There's no requirements as far as being licensed with the exception of radon. So if a house does have radon and it has to be mitigated, it does have to be done by a licensed radon mitigator. And the general contractor could sub that out. And yes, we do try to use local contractors. We found that it's. We still don't get a lot of response from contractors, but we have gotten a little bit more since we're not doing the lead. I'll say that. It's still, you know, they still see it as a process and having to wait to get the money and that kind of stuff. But we still try to do it to local contractors. And if anybody, you know, you know, you know, you know, no contractors, please send them this way. But you do have, and I, because I'm involved in it through SIDC, I do know that you have some really good contractors. We do. Who travel? Yes. The district areas. Yeah. And I'm willing to come in and do those projects. And we worked with a couple of them for 20 plus years. We do have a couple new ones. One is from the Bedford area. So we're getting ready to work with them and Mitchell. So excited for that that we had an area one. Come into play. With this grant, also, there are income limits. I can just give you a couple of them. For one person, the maximum income is 50,400. Two people, 57,600. Three, the 64,8, and four is 72,000. So that would be the maximum income a household could make in that. The Okra is also giving additional points. If you target populations, which would be persons with disabilities, aging in place, veterans, and single parent households. And the way you could do that is, you know, you can accept applications from anyone. But those that qualify with the income and in one of those four target areas would receive assistance first. You do need to do a public hearing before the application goes in. And Okra is real big on getting community support and hearing from homeowners. What their needs are. Why do they want this? Why do they think that the county should go for this? And then also the other hand community support from businesses, organizations, just individuals, you know, whomever. You may not need the program, but you do see that it is a need for the area and you support it. And what we have done in the past is we've done a, I think it's form stack survey. And we put that out there for folks to see. We've been, Facebook is a great tool to use. And, you know, counties, the county has a Facebook page, township trustees, you know, and so forth. Those are real big and just word of mouth. We would do a, what we call a community meeting typically in the evening now so that folks that work can come and attend as well. To go over the program with them and then also to fill out a survey, if they would like, so that we can turn those surveys in and say, yes, this is a need here. Any questions? Comments, comments. I will say having worked with Jenny and SIDC at the previous round when this one, I think it's about eight years ago.
