False authority
The nine of you are not judges. Your public servants placed in elected seats that hold specific power and authority that is granted to you by us. That power and authority is specific to your charter. You do not have the authority nor the expertise to make legal decisions. Under Article 4.3 of City Organization of the City Handbook signed by Mayor Reinhardt, quote, under the charter, ultimate power is reserved to the voters by way of charter provisions for recall, initiative, and referendum, any decision, plan, or action of the City Council can ultimately be put to a vote of the people through the use of these procedures. Zoning arguably holds the most utility and function with an municipality. And seeing as voters put each of you in these positions and fund the administration and the functions of the City, I'm not sure how you could so aggressively consider that zoning is exempt from the ultimate power of the people as described in Article 4.3.

{# E23 (Nick, ruling section 1 answer 10): quoting a bill or a court opinion works
the way quoting a news article works. Select a passage above and the same panel
opens: the passage goes to the official you choose, with this document's own
address as its source and its own type. #}
